She was supposed to have a proper arc, but Kishi had no idea how to write a good female character (in his words, he wanted a cool female lead). He asked dozens of times for support, but after years of being ignored, they flat-out ordered him to shut the fuck up and only focus on naruto, sasuke and the main bad guys - everyone else is unimportant.

i mean... he couldve just written a male character like usual slapped on a chest and there you go.. a cool female character! but i think its horrible that kishi couldnt get any help, what were they thinking...
